need help altering handlebars to accomodate arm length discrepancy.

I am hoping to find someone to help me alter or custom make handlebars to accomodate an arm length discrepancy. As a child I injured the growth plate in my right arm and they differ in lenth by ~2.5 inches. I have been a road and mt. biker for 12 years and suffered pain and injury from not accomodating for this. So far unable to find someone to help in western colorado. I would appreciate any advice/help.
