Basso, Ullrich, and Mancebo, among many others, have betrayed cycling. I wonder how serious the UCI is about stamping out doping. It took a Spanish criminal investigation to unearth this. I believe that the best way to reduce doping is to lay criminal penalties on riders who are implicated in doping scandals. The threat of a year or two (at least) in prison should make riders more eager to follow the rules.

Those who tested positive for banned substances betrayed themselves. The UCI is not obligated to be someone's conscience. I do not believe secretly using controlled substances is as offensive as creating mischief, or obnoxious things that people do.

I disagree. I regard doping as an attack on the fundamental morality of sport, if there is one. That is to do everything within the rules
to win. Those other objectionable acts to you refer to you belong in a wider arena and not in a cycling forum.

I do not believe secretly using controlled substances is as offensive as creating mischief, or obnoxious things that people do. I do not believe judging the "morality of sport" is necessary. Morals do not need to be part of a competitive process.
